Picanto 1.1 Petrol 2005, lacking power

This has come in with lacking power, no fault codes stored, at idle it not sounding quite right, I carried out smoke test all good there, vacuum test and at idle i have 16-17 in-hg, i would have expected to see that a little higher, my next test i was going to do a back pressure test and then possably check valve timing, before i get to involved any one experienced this on this model. vehicle only done 21,000 miles

Darren,

Check the crankshaft pulley.... These have a tendancy to break apart and start wobbling about, damaging the locating "woodruff" key and upsetting the timing.

They usually throw up misfire codes for fun.

Paul,  That was spot on i stripped it down today and found that the toothed crank pulley was worn and moved slightly, and the CPS pick up is also worn.
