I have the above car which intermittently will not start .The symptom is , switch on ignition and only the engine management light will come on ,all other dash functions are blank and the starter will not engage. also the horn which is separate to the ignition will not work,

I cannot scan the car , but when the fault rectifies itself, I can scan the car , but there are no fault codes and no faulty live data.

Any ideas.

Chek the battery + terminal junction block. There are a few connections at that point and possibly a couple of main feed fuses. Also check the diagnostic connector pin 16 it should have battery live all the time to. That might give you some clues to where the power loss is occuring. perhaps the earths on the body maybe a problem also near the battery. possibly ignition switch fault?
